Ix Chel hits hard from a distance with powerful ranged abilities. Focus on reducing her cooldown times so she can hit more frequently. She’s also a decent healer. It’s a good plan to augment both of those capabilities.
If Ix Chel becomes a factor immediately, she’ll enjoy a smoother ascent to power. Set up her skills so she begins by improving Gleaming Blast at low levels. Rainbow Crush is your secondary priority in the early going. Don’t entirely ignore Lunar Invocation and her Great End move, however. Her Rainbow Weaver isn’t usually a factor.

Next, take a look at Starter items. Because you want Ix Chel to act frequently, go with the Pendulum of Ages. A strong second selection is the Blood-Soaked Shroud. You may find you prefer Magi’s Cloak, if you are often hit by Crowd Control effects.
Damage items should consist of the Warlock’s Staff and the Book of Toth. They improve your magical attack power and mana reserves to make every hit count.
You also need to ensure you can stay in the battle as long as possible before enemies burn through your health. For Defensive selections, the Oni Hunter’s Garb passive ability spares you from taking some magic damage while improving your defense if you are traveling near other gods (as you should be).

Relics you might consider include the Purification Beads, in case you get caught by Crowd Control Effects and need to break free promptly, as well as the Aegis Amulet. The latter can help you briefly avoid incoming damage that might otherwise end you prematurely.
