Cold Blood might seem like an odd perk, but it’s an extremely viable one for Cyberpunk 2077 regardless of your playstyle. Ideally, you’ll want to take the passive with the same namesake, “Cold Blood.” Whenever it’s active and you’re killing more enemies, the perk levels up. Furthermore, I believe critical hits and executions (i.e., using a blade’s strong attack and chopping off an enemy’s head) give some EXP, too.

Critical Condition +5 seconds Cold Blood duration (2 ranks) 7
Rapid Bloodflow +50% health regen (in and out of combat) per Cold Blood stack (2 ranks) 9
Defensive Clotting +10% armor per Cold Blood stack (2 ranks) 9
Coldest Blood +1 max stack for Cold Blood 11
Frozen Precision +50% headshot damage 11
Unbreakable +1 max stack for Cold Blood 16

Cold Blood awards a perk point at levels 4, 5, 9, 10, 11, 13, and 17. Other level-ups increase crit chance, armor, resistances, and health.

Cold Blood ultimate perk (level 20): Merciless – +10% crit chance and +25% crit damage while Cold Blood is active; +1% crit chance and +3% crit damage per rank.
