At the time of writing it isn’t actually activating properly, but in theory there is free Japanese Voice DLC available for the PC release of Dynasty Warriors 8: Xtreme Legends. It’s possible to select it from the DLC store list, but at present the add-on just downloads 0 bytes through Steam and then doesn’t appear in your list of owned DLC (through the right-click, properties menu.)
Verifying the game cache didn’t have any effect for me either, so it’s probably just broken for the moment.
A twitter post from Tecmo Koei’s European arm suggests this DLC isn’t actually intended for release until tomorrow (21 August,) so that may be where the problem lies. That said, it is 21 August in European time-zones. Hopefully it’ll all be sorted out in due course, so everybody can enjoy original Japanese voice-over in their Dynasty Warriors 8.
There’s more DLC to accompany the Japanese Voice option, but it’s all rather expensive. A shame, as I’d probably have tossed a couple of Gabe-dollars at the chance for more in-game animal pals. $16.00? Not so much. Here’s the list, and the eye-watering prices:
