This is found in the castle halls. Basically, it’s the first area where you had to save Leon. To be clear, when I first went here, one of the Gaze of the Deep pedestals won’t allow me to complete the puzzle. However, on my subsequent return, it was finally working.

After aligning the parts, use the elevator to reach the top. Then, head to the balcony and jump off the ledge. You should see a floor below that which has the chest.
