Chihaya Mifune is the holder of the Fortune Arcana and a Confidant in Persona 5 Royal. She is a fortune teller with incredible skills, but rumor has it that not everything about her business is legitimate. She is first introduced on 06/22 when you and Ryuji first visit Shinjuku. You can begin her Confidant by visiting her three times and purchasing a Holy Stone for ¥100,000. She is available on Tuesday, Thursday, Saturday, and Sunday evenings and can be found at her fortune teller booth in Shinjuku.
As with most confidants, there isn’t a limit on when you can rank Chihaya up. As long as you achieve Rank 10 before reaching an ending you can complete the Fortune Confidant. Also, at Rank 9 you have the option to romance Chihaya, which changes the dialogue options for the following rank. Something unique to Chihaya is that even though you can only progress her Confidant at night, you can still pay to use her skills during the day.

Below are the skills and benefits acquired from ranking up the Fortune Confidant. Chihaya is an extremely valuable social link that should be prioritized as soon as she is unlocked. Most of her skills are focused on saving you time by either deepening your bond with confidants or speeding up how fast Social Stats increase. Taking advantage of both of these is a must for an optimal playthrough.
- Rank 1 – Luck Reading: Increases the growth rate of a selected social stat for the rest of that day.
- Rank 3 – Money Reading: Doubles the money received that day from battles won by finishing off battles with All-out Attacks.
- Rank 5 – Affinity Reading: Deepens your bond with a Confidant of your choice.
- Rank 7 – Special Fate Reading: Provides a preview of all abilities for a Confidant of your choice.
- Rank 8 – Celestial Reading: Instantly causes a fusion alarm in the Velvet Room and increases the chances of fusion alarms after defeating enemies.
- Rank 10 – True Affinity Reading: Displays the responses that grant the highest points in Confidant events.
