It seems that Platinum and Activision were pretty happy with the final output of their work based on licensed products (The Legend of Corra and Transformers Devastation), so this unveil did not come out of nowhere. This is the second report about an upcoming game with Leonardo, Donatello, Raphael and Michelangelo that originated from a rating. The Brazilian rating had unveiled the full title of the game and for which platforms it will get available.
