This item is fairly easy to find due to the location. However, you do need to progress through the level, generally completing it.

Once you’ve killed Kraeaxenar, Wyrm of the Sky, continue to the right (i.e., the ship’s bow). You can talk to the sentient tree here, and it’ll give you the rune password for the next zone.

But, if you look around, you’ll also notice an air current. Jump and activate the Ethercloth Bolt, pressing the button periodically so you mitigate fall damage. You’ll find the item on the platform at the bottom.
