An Ubisoft community manager has confirmed on the forums the current PC minimum and recommended specs for their upcoming open world action game Watch Dogs. However, he adds a caveat that these are ‘subject to change.’
So, these are the minimum requirements and recommended specs:

Processor: Intel Core 2 Quad Q8400 @ 2.66Ghz or AMD Phenom II X4 940 @ 3.0Ghz

Video Card: 1024 VRAM DirectX 11 with Shader Model 5.0 (see supported list)
Sound Card: DirectX 9 compatible Sound Card

As you can see, even at minimum the requirements are relatively high. When Ubi says these are subject to change, does it mean they are trying to belatedly add scaling for the PC version? Will it be able to run at hardware equal to or below the Playstation 3, even the Xbox 360? Of course, we’ll let you know if changes in specs do come to light. If they never do, you may want to look into upgrading that gaming PC.
