Valve Implements New Steam Limited User Accounts Policy

Valve has implemented a new Steam limited user accounts policy, presumably to discourage spammers.

You can read the details here, but in general, you need to have spent $ 5 and above so that your account won’t be limited. In the unlikely event you disputed some Steam transaction and had a refund to go below this amount, that doesn’t count and your account is fine.

Some limitations on these accounts include sending friend requests, starting group chat, and voting on Steam Greenlight.
