There are numerous ways to get a Sinnoh Stone in Pokémon GO.

Field Research

After completing 7 Field Research tasks, you’ll earn a Research Breakthrough. In your Research Breakthrough, you can obtain several rewards, including a Sinnoh Stone. Unfortunately, the Sinnoh Stone isn’t a guaranteed drop, and only your first Field Research task per day counts toward the quota.

Team Rocket Leader Battles

You can get a Sinnoh Stone by defeating a Team Rocket leader. You’ll need to use a Rocket Radar or Super Rocket Radar to find these trainers. You can earn the Rocket Radar by collecting six Mysterious Components, which are dropped from regular Team Rocket grunts.

You can earn a Sinnoh Stone as a potential reward after ranking up in PvP trainer battles.
