From best to worst, here are all 12 Governing Stones in Diablo 4 Season 3, ranked:

  1. Protect – The Seneschal Construct materializes a protective Barrier on the player for a portion of their Maximum Life.
  2. Reconstruct – The Seneschal Construct channels a reconstruction beam Healing the player for a portion of their Maximum Life over time.
  3. Flash of Adrenaline – Administers a quick flash of adrenaline into the player, granting bonus damage for a duration.
  4. Focus – Fire The Seneschal Construct channels a ray of fire onto targets dealing damage to each over time.
  5. Tempest – Electrically charge an enemy causing it to deal damage to themselves and additional each second over time. If the enemy is killed, Tempest spreads to another enemy gaining additional time and bonus damage. These bonuses are also applied if Tempest is reapplied to the same enemy.
  6. Lightning Bolt – Launch a bolt of Lightning at the target dealing damage. Arcs to other targets dealing a portion of the original damage.
  7. Gyrate – The Seneschal Construct whirls its legs around quickly dealing damage to all surrounding enemies.
  8. Impale – Perform a line attack to all enemies in front of the Seneschal Construct dealing damage.
  9. Firefly – Deploy a small construct that lands on the target and explodes 3 times, dealing damage.
  10. Slash – Pummel enemies in front of the Seneschal Construct dealing damage.
  11. Bushwhack – Quickly ambush dealing damage to each target. May strike the same target multiple times.
  12. Autodefense – The Seneschal Construct activates an antimaterial field around itself shooting down enemy projectiles. Can not shoot down Boss or Player projectiles.

After playing with Seneschal Companion and experiencing multiple different Governing Stones, I think the support Governing Stones are the best. The offensive Governing Stones aren’t too noticeable in combat because your character is powerful and can take down foes on their own.

Protect and Reconstruct are the two best Governing Stones because they help every class with survivability. Flash of Adrenaline is great for increasing damage even further. Focus, Tempest, and Lightning Bolt are the two best damage Governing Stones because of damage over time and chain reactions.

Gyrate is a good option because it deals solid AoE damage. Impale, Firefly, Slash, and Bushwhack are all similarly useful attacks for Seneschal Companion to have, but none of them are stand-outs. Autodefense is the worst Governing Stone because it’s too situational. It can be handy when facing bosses who use a lot of projectiles, but besides that, it’s useless.

There are 27 Tuning Stones in total in Diablo 4 Season 3. Be aware that not all Tuning Stones work with every Governing Stone. Check which Governing Stones work with the Tuning Stone at the bottom of the description before slotting. Here’s my ranking of them from best to worst:

  1. Genesis – Increase the effectiveness of the supported Skill by 150%.
  2. Evernight – The supported Skill grants you +4 to all Skills when used for 2.0 seconds.
  3. Duration Support – Supported Skills have their durations increased.
  4. Fortify Support – When the Seneschal Construct uses the supported Skill, you gain Fortify. Skills with slower attack speeds or skills with cooldowns will increase the amount of Fortify granted.
  5. Safeguard Support – When used, the supported Skill grants Damage Reduction to you.
  6. Resource Support – Player gains an amount of Primary Resource when the supporting Skill first deals damage.
  7. Tactical Support – Decrease the cooldown of the supported Skill.
  8. Efficiency Support – When the supporting skill deals damage, you gain Critical Strike Chance to the same targets hit.
  9. Multishot Support – Supported Projectile skills launch additional projectiles.
  10. Arcing Support – The supported Skill can hit additional enemies.
  11. Swift Support – The supported Skill gains an Attack Speed bonus.
  12. Devastation Support – Supported Skill gains a Critical Strike Damage bonus.
  13. Seeking Support – The supported Projectile Skill will auto-seek enemies for a limited duration.
  14. Piercing Support – The supported Projectile Skill will pierce multiple enemies.
  15. Voluminous Support – The supported skill’s effect size is increased.
  16. Registered Damage Support – Any damage caused from the supported Skill is registered. The registered damage explodes at effectiveness when the target dies as Fire damage.
  17. Burning Support – A portion of the supported Skill’s damage is applied as Burning damage over time. Burning enemies take bonus Critical Strike Damage from the Seneschal Construct.
  18. Frigid Support – A portion of the supported Skill’s damage dealt is applied as Cold damage over time and applies Chill.
  19. Electrocution Support – A portion of the supported skill’s damage dealt is applied as Lightning damage over time and has a chance to Stun enemies.
  20. Bleeding Support – A portion of the supported skill’s damage dealt is applied as Bleeding damage over time. Enemies take bonus Bleeding damage from all sources while moving.
  21. Poison Support – A portion of the supported skill’s damage dealt is applied as Poison damage over time. This poison has a chance each second to spread all Poison damage to an additional enemy.
  22. Dusk Support – A portion of the supported Skill’s damage dealt is applied as Shadow damage over time. Afflicted enemies who attack have a chance for their attacks to be interrupted. Does not interrupt Bosses.
  23. Mockery Support – Damage done by the supporting Skill Taunts enemies hit for a limited duration of time. This can only occur once every so often per enemy. Does not work on bosses.
  24. Gripping Support – Damage and effects done by the supporting Skill to Distant enemies pulls them towards the Seneschal Construct. Can only occur once every so often per enemy.
  25. Breaking Support – Damage from the supported Skill instantly destroys enemy Barrier effects. In addition, there is a chance to make enemies Vulnerable for 2 seconds.
  26. Slowing Support – Damage from the supported Skill Slows enemy movement speed for a limited duration. The closer the enemy is to the Seneschal Construct, the greater the Slow amount. Enemies may be slowed up to a maximum amount.
  27. Initiative Support – The supported Skill will cause the Seneschal Construct to teleport to the target if out of range. Can only occur once every so often.

Genesis and Evernight are the best Tuning Stones in the game, but they are hard to get. Duration, Fortify, Safeguard, and Resource are all excellent support Tuning Stones that make your character stronger. Tactical Support is great so your Seneschal Companion can launch its Skill more often.

Efficiency, Multishot, Arcing, Swift, Devastation, Seeking, Piercing, and Voluminous are all amazing Tuning Stones that improve you and your Seneschal Companion’s attack effectiveness. Registered Damage Support is great to add even more splash AoE damage to the battlefield.

Burning, Frigid, Electrocution, Bleeding, Poison, and Dusk are all great because they can synergize with your character’s elemental abilities. Mockery and Gripping are very similar but very useful to pull enemies toward you.

Breaking Support is situational because not all enemies have Barriers, but it is useful. Slowing Support is also situational but can be useful to Sorcerers. I think Initiative Support is the worst Tuning Stone because you don’t want your Seneschal Companion to leave your side.

I know some people are disappointed with the Seneschal Companion’s lack of power, but I think it provides a fun gameplay loop in chasing for the best Governing and Tuning Stones. Whether you dislike it or are happy with the new companion, be sure to pet your Seneschal Companion to know he is loved, failings and all.
