To access this side quest, you must first complete the Sidon of the Zora main quest, which requires you to clear the Water Temple. Once the region is back to its old self, you’ll find the residents have new requests.

Meet with Ledo, who is at East Reservoir Lake atop the dam to the east of Zora’s Domain. He wants some blue stone to repair Mipha’s Court. However, the material is hard to get. To complete The Blue Stone side quest, retrieve blue stone from the nearby cave.

Check the water near where you meet with Ledo. Settled against a mostly submerged platform, you’ll find two long boards. Bring them to the dock with the Ultrahand ability and attach them to form a raft. Then grab the two Fan pieces and the Steering Wheel piece. Attach them also.

With your raft assembled, start forward from the dock. I explored the area during a heavy rainstorm with poor visibility, and had more difficulty than I anticipated locating the cave. You want to veer to the left of the waterfall and continue toward the back rocky area to find the entrance. The screenshot below shows a map with the precise cave entry location.

Steer your raft through the opening to enter the Reservoir Lakefront Cavern and proceed along the channel. Near the back side, you’ll find several blue-colored stones on the shore. Attach a blue stone to your raft.

Next, use the Ultrahand ability to turn your raft around so it is facing the long tunnel. Proceed along that tunnel, back past the waterfall. Head to the dock where Ledo waits. Hop onto the dock and then use the Ultrahand ability again to grab the blue rock. Set the rock down near Ledo.

Ledo is impressed. He rewards you with the Zora Fabric, which you can use to decorate your paraglider. The quest also is marked complete.
