The easiest way of finding Blue Starfish in Harvest Island is by looking for them. You may have had sense enough to look on the coast when the tide is down, as many more goodies are found this way. But, you’d be disappointed to see only Orange Starfish and not the blue variant you need.
This is because Blue Starfish only spawn during the night when the tide is low! You’ll find loads of them, so make sure to stock up so you don’t have to keep waiting for a low tide at night time. Alternatively, you can fish for Blue Starfish. Around the coast — more so around the Harvest Island — are fishing spots that you can identify by the shadow in the water. If it is nighttime, and you use Sea Urchins as bait, there is a 20% chance that you will fish up a Blue Starfish.
This requires you to search for Sea Urchins when it is low tide, for you to fish when it is high tide during the night. With these two different steps being rather demanding, you will have a much easier and bountiful time simply searching for Blue Starfishes when the tide is low at night.
