The Fallout 76  beta access will be granted with a pre-order and PC gamers will purchase it through Bethesda.Net. The beta test will also begin on the Xbox One and some unspecified time after will come to the PC and other platforms. Hopefully, it won’t be some ridiculous amount of time like a month or more.
