In my experience, I have had the best luck finding bandages in first aid kits, closets, and medical areas. I have the best luck finding watches in coats which are found in houses on coat racks. Lastly, I always find liquor bottles in refrigerators which can be found in houses and restaurants.
To get these three materials quickly, I recommend going to Al Mazrah City as it’s less contested than other areas and you can find medical areas, restaurants, and houses here. With a bit of luck, you’ll have the materials you need to craft a 3 Plate Medic Vest in no time.

The Chemist is a boss located in Al Mazrah. He is always located in the Radiation Zone which means you’ll need a gas mask. You can easily kill the Chemist with a vehicle or with a sniper rifle. I don’t recommend a full frontal assault as he is a tough boss to take down notwithstanding his heavily armored guards that you need to get through.
Once you kill the Chemist, he will drop a 3 Plate Medic Vest or two. If you have trouble getting bandages, watches, and liquor, just eliminate the Chemist and take his 3 Plate Medic Vest. It’s easiest said than done, but once you have the strategy down, you can get a guaranteed 3 Plate Medic Vest really easily.
